Stephen Lucas is an economist with over 25 years of experience in advising public and private sector clients on economic development policy and strategy, and the economic implications of business and social policy. Stephen is currently advising telecoms company O2 on the future need in the UK for digital skills by employers and households, and has also recently advised Scottish Widows on the demographic trends affecting the UK pensions market. Over the 2010-2012 period he advised Visa Europe via a series of studies on the likely economic effects of the London 2012 Olympics on a number of aspects of the UK economy.
Stephen works extensively in the property development and transport & energy infrastructure arenas, and has worked on major schemes including Crossrail and the expansion of Heathrow. He has given expert witness evidence at more than 40 public inquiries including for major infrastructure, commercial property development and housing projects.
